Within the framework of the work of the Syrian Center for Media and Freedom of Expression (SCM) in building a society based on respecting and protecting the right to free expression of opinion, fighting impunity, and supporting media work as a form of freedom of opinion and based on the Center’s firm belief that combating crimes against journalists starts by empowering journalists with essential knowledge, The Media and Freedoms Program at SCM plans to conduct training that addresses:

“accountability mechanisms, legal and non-legal procedures to combat impunity for crimes against journalists,”

SCM is looking for a “Trainer” based on the attached technical requirements and the following principles:

• Preparing a training package to enhance the capabilities of journalists on ways to combat impunity for crimes committed against journalists for approximately 30 male and female journalists, (under the supervision of the SCM’s team), which should include:
  • Accountability mechanisms and legal and extralegal procedures to combat impunity to enhance the protection of journalists
  • Exploring the methodologies and processes devised to protect journalists and their resources.
• Review the training package with the team to ensure that the training meets the training needs of the target group and contributes to achieving the project objectives.
• Conduct and management of training.
• Preparing evaluation tools for the training, such as (pre- and post-assessment of knowledge)
• Modifying and developing the training package based on the outcomes of the questionnaire and the training implemented.
• Submitting the final training report, which should include:
  • Analyzing the results of pre-and post-questionnaires.
  • Knowledge development.
  • Lessons learned and recommendations.
  • Documenting the training outcomes.
  • Attendance records.

Required documents:

• Proof of work in similar training that includes:
  • Excellent academic qualifications, at least including a bachelor’s degree or higher in Law or Media.
  • Demonstrable experience in developing similar training for the media sector (at least five years).
  • Experience and understanding of the Syrian context and issues faced by stakeholders in Syria.
  • Knowledge of international and local mechanisms and laws to combat impunity, the countries’ experiences in this context, and media laws.
  • Excellent training skills (preparing training packages – effective communication skills – feedback – evaluation tools – writing reports).
  •  At least 2 References from previous projects.
• Financial offer including:
  • The Financial compensation.
  • The validity of the offer (duration- date).

Location of Work:

• Online (available in person if the trainer can be present in northeastern Syria)

Evaluation criteria

• The applicant’s experience with the training subject and conducting similar training (65%).
• The financial offer (25%).
• The presence in northeastern Syria (10%)
