The Syrian Center for Media and Freedom of Expression (SCM) is an independent, non-governmental and non-profit institution that aims for a society that guarantees freedom of expression, belief, human rights and access to justice. Since its establishment in 2004, SCM has worked to defend individuals persecuted because of their beliefs, promote human rights, and support and develop professional, independent and critical media.

The SCM currently focuses on human rights violations documentation, litigation for victims, and support for civil society and Syrian media/journalists. Our team members are based in Syria and neighboring countries, as well as Europe and the Americas, and our headquarters are in Paris, France.

The SCM is recruiting for a Programme Officer who will help implement the goals and activities of the Journalists’ House Programme according to the identified needs and objectives by SCM. Roles and Responsibilities

    • Assisting in the development of short and long-term plans for the programme and its activities; and monitoring progress, ensuring adherence and evaluating performance
    • Assisting in the implementation of goals and activities of the programme in collaboration with the Programme Manager
    • Drafting periodic internal and external reports pertaining to the Journalist’s House Programme and its activities
    • Supporting database update which includes target audience, beneficiaries, prospect information and mailing list
    • Translating from Arabic to English and vice versa (oral and written) and maintaining message content, context, and style as much as possible
    • Organising and establishing meetings/events on a regular basis with designated individuals to foster good relationships
    • Liaising with partners, funders, local media and other stakeholders to explain and promote the programme and its activities
    • Maintaining budget and tracking expenditures/transactions
    • Accurately documenting mailings, information and other data related to work
    • Acting as a focal point for SCM and maintaining good relations with local entities, media, civil society members, and NGOs.
    • Adhering to professional standards as outlined by protocols, rules and regulations
    • Maintaining safe working environment by complying with safety procedures, rules, and regulations
    • Preserving and protecting beneficiary confidentiality in all situations and concerning all documentation
    • Sharing knowledge and providing guidance to other members of the staff, and training and supervising new and junior staff under their supervision.
Skills and Experience

  • Fluent in Arabic and English (reading, writing, speaking)
  • Proven experience as a programme officer or other relevant position
  • Knowledge of program management and development procedures
  • Knowledge of budgeting, bookkeeping, and reporting
  • Proficient in MS Office
  • Ability to work with diverse and multi-disciplinary teams
  • Excellent time-management and organizational skills
  • Detail-oriented and efficient
  • Be very familiar with changes and influential players in the Syrian context on the local and national level, particularly local media and human rights work environments.
