Syrian Center for Media and Freedom of Expression (SCM) is an independent non-governmental non-profit organization. Within the framework of the work of the Syrian Center for Media and Freedom of Expression (SCM) in building a society based on respecting and protecting the right to free expression of opinion, with support for building civic peace, the Media and Freedoms Program at the SCM plans to implement a study that addresses:

” Hate Speech and Disinformation”

Therefore, the Syrian Center for Media and Freedom of Expression looks for a Researcher according to the attached terms of reference

Terms of Reference
Purchase of services (Researcher)

  1. Research topic:
    • FACT-CHECKING AND COUNTERING DISINFORMATION
  2. The Detailed tasks:
    • Prepare and share the research methodology with the project team by November 15, 2025.
    • Preparing the required research tools, including questionnaires for Syrian journalists and focus group discussions.
    • Submit a draft of the research on hate speech and media disinformation (with a focus on Syrian media) by 15th Feb 2026.
    • Review and submit the final draft on 28th Feb 2026.
    • Review the translated version of the research.
    • Participation in the research launch webinar.
  3. Qualifications and skills required:
    • Excellent academic qualifications, at least a bachelor’s degree or higher in Media.
    • Demonstrable experience in developing similar research for the media sector (at least five years).
    • Proven technical expertise, particularly in the use of social media analysis and monitoring tools.
    • Experience and understand the Syrian context and the issues stakeholders face in Syria.
    • Demonstrable extensive experience in research, research methods
    • Excellent analytical skills – designing research questions, familiarity with (and appropriate use of) research methods, and report writing.
    • At least 2 References from previous projects.
