Within the framework of the work of the Syrian Center for Media and Freedom of Expression (SCM) in building a society based on respecting and protecting the right to free expression of opinion, and supporting media work and upgrading its, the media and freedom program in the SCM plans to Create and develop a web application to process journalists’ requests 

Development of web application for supporting journalists

SCM is looking for a programming company/programmer to design and develop a web application to facilitate the processing of journalists’ requests based on the following technical and functional requirements.

  1. Requirements:
    1. Technical Requirements
      Create and develop a web application to process journalists’ requests, the application will perform the following tasks:
      • Create and manage user accounts.
      • User control panel for personal information and request management.
      • Role-based access control with various permission levels.
      • Create and submit a request by the user.
      • Processing requests submitted by the application administration.
      • Sending notifications and emails for all processing steps.
      • Create reports on processes and stages.
      • Create a control panel to manage the App, including detailed information and numerical statistics.
      • Export requests in several formats (PDF, Word, Excel…).
      • Create an interface to support application backup.
    2. Application Requirements
      • User-friendly design with a visually attractive interface.
      • Flexible and expandable structure.
      • Supporting multimedia content (text, image).
      • Responsiveness of the User Interface (flat screen, laptop, mobile, and tablet).
      • Multilingual support (User Interface and content) for English, and Arabic.
      • High availability and fast loading of all pages and content.
      • Comprehensive user communication and notification system.
  2. Tasks
    The provider will undertake the following key tasks (the list may be subject to expansion:
    1. Conduct an assessment in collaboration with SCM staff to identify suitable CMS (or other application) to develop the app, and determine other technical aspects of the project such as support, emailing, human resources, road mapping… etc.
    2. After the assessment stage, the provider will submit a comprehensive report detailing:
      • The methodology of work and communication
      • The development and testing roadmap with clear milestones and timeline
      • The CMS, tools & other online services that will be used to achieve the project
      • Wireframes and detailed description of features and user interface, including the UI for display of data, and other multimedia (video, audio, images, etc.)
      • Description of user categories (admins, visitors, journalists) with their associated permissions (who can do what)
    3. Develop and launch the app based on approved requirements/specifications from the assessment report
    4. Manage the entire pilot phase (QA, security, and performance testing)
    5. Provide technical support and debugging for one year
    6. Upload initial materials and content onto the app
    7. Develop user manuals (videos, texts…)
    8. Train SCM staff on using the App (adding, editing, deleting content)
    9. Address the recommendations and comments resulting from pen tests and code audits
    10. Finalization, including final quality testing and approval
    11. The application source code will be delivered to SCM’s IT dept for further development in the future.
  3. Required Experience and documents
    1. Proof of work in similar projects that includes:
      • Demonstrable experience of at least 3 years in the development and support of similar projects using CMS or other web apps.
      • Demonstrate previous projects.
      • At least two references from previous work.
    2. Methodology: brief summary of about 250 words should be provided when submitting the quotations, including:
      • Explain his methodology of development, delivery, and maintenance
      • Description of the provider’s methodology of work and experience in developing similar apps.
    3.  Financial offer including:
      • The Financial compensation.
      • The validity of the offer (duration- date).
  4. Evaluation criteria
    1. The applicant’s experience (50%).
    2. The provided methodology (25%).
    3. Financial offer (25%).
  5. Location of Work:
    •    Being in France is preferable. Online is available.
  6. Schedule of Payments:
    • The payment will be an “all-inclusive” lump sum for the development, design, and launch of the web app. The payments will be made based on the deliverables.
  7. Tender procedure:
    • For interested service providers, please send in your offer and professional portfolio and methodology in addition to a cost sheet, tenders shall be submitted by email only (with attachments) to the email address in the table below, with the following reference in the subject:” Programming of the web application”.
    • Tenders addressed to another email address or without attachments will be rejected, as we encourage you to send us your questions for any clarifications before submitting your proposed cost sheet.
    • Only the selected party will be notified within two weeks of the deadline below.
