Essential Duties and Responsibilities:
Overall project management:
- Responsible for the recruitment process of staff across all community centers and giving the new staff the needed orientation.
 - Implement HR and administrative policies, systems and procedures;
 - Ensure adherence to Employment Guidelines, Security and Safety Guidelines, and the Code of Conduct, among other policies;
 - Monitor compliance with the national and local labor law and other relevant regulations;
 - Establish a recruitment, testing and interviewing program; advise managers on candidate selection; and conduct and analyses exit interviews
 - Develop effective HR management tools and provide regular HR analysis and reporting to management;
 - Ensure that all staff members have a job description, developed work plans, and regular performance discussions with supervisors/managers;
 - Personnel management of the HR and administrative team;
 - Training, support and development of HR and administrative teams in all offices, and support and training of all staff with HR, personnel management and administrative responsibilities;
 - Nurture a positive working environment
 - Oversee and manage a performance appraisal system
 - Ensure confidential and standardized filing of personnel documents in all offices;
 - Ensure that all necessary agreements, permits and licenses necessary for the operations are in place.
 - Ensure the proper ways to deal with, and keeping the healthy work environment.
 
Specific responsibilities
- Ensure that an effective induction package is developed and delivered to all new staff;
 - Ensure that there is a comprehensive training needs assessment completed annually and linked to capacity building initiatives for staff;
 - Develop and manage a system follow up of breaches to the Code of Conduct, ensuring timely administration of disciplinary actions as necessary.
 
Critical interfaces
- In coordination with Area Managers, liaise with relevant authorities on administrative and personnel issues
 - Work closely with Finance to ensure accurate staff budgeting and project allocations
 - Support Center Managers to create a positive and equitable working environment
 - Meet with staff members to listen to staff concerns and suggestions and to communicate them to the wider management team.

Education, Experience and Language:
Education:
- Bachelor degree in relevant field
 - Higher education/diploma in Human Resources and Administration is a plus.
 
Experience: Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context
Language: Fluent in English and Arabic
Experience required: 3 to 5 years
