Within the framework of the work of the Syrian Center for Media and Freedom of Expression (SCM) in building a society based on respecting and protecting the right to free expression of opinion, and based on the SCM’s seek of greater freedom of opinion and expression, and its support for the Syrian media in terms of monitoring its performance during the transitional period, in order to analyze its strengths and weaknesses and the challenges facing its commitment to defending basic rights and ensuring the protection of media professionals and media institutions, to promote it to become a professional, contemporary media that protects media professionals and media work ;
The Media and Freedoms Program at SCM plans to conduct a study that addresses:
“Monitor and Evaluate Syrian Media During the First Year of Political Transition”
Therefore, the Syrian Center for Media and Freedom of Expression looks for a researcher to prepare and conduct the research according to the attached terms of reference

Terms of Reference
Purchase of services (Researcher)
1.Research topic:
“Monitoring and evaluating the Syrian media during the first year of political transition”
2.General Objective:
To conduct an analytical research study on the state of the Syrian media and evaluate the changes that have occurred within a year after the Syrian regime’s fall.
3.The Detailed tasks:
- Develop a research methodology, including monitoring methods, and share it with the project team by 2nd June 2025.
- Supervise the work of local monitors to collect research data (until 31st August 2025).
- Conduct an analytical research study on the status of the Syrian media and evaluate the changes within a year of the Syrian regime’s fall, including:
- Providing a comprehensive analysis of the media landscape.
- Reviewing the status of official media institutions and their dealings with them after the regime’s fall.
- Evaluating the interim government’s approach to press freedom and decisions affecting freedom of expression by reviewing decisions and policies affecting media freedom.
- Documenting violations against journalists and media professionals of various religious, ethnic, geographic, and gender affiliations in Syria compared to other countries in the region.
- Studying the political, economic, and social factors affecting the media sector.
- Highlight the main challenges facing journalists and media institutions.
- Communicate with journalists and media professionals working in different locations in different geographical areas across Syria to ensure that all cases are covered and included in the report.
- Analyze the results in a research report.
- Draft the study for review within one month of the completion of the monitoring process.
- Review and submit the final draft by November 2025.
- Review the translated version of the research.
- Participate in the research launch event.
4.Qualifications and skills required:
- Excellent academic qualifications, including at least a bachelor’s degree or higher (in a related field, preferably in law).
- Demonstrable experience developing similar media research (at least five years).
- Experience and understanding of the Syrian context and the issues facing stakeholders in Syria.
- Extensive, demonstrable experience in research and its methods.
- Excellent analytical skills—designing research questions, familiarity with research methods (and their appropriate use, including drafting legislation).
