Roles and Responsibilities:

Overview:

The M&E Officer is a member of the SCM MEAL Unit; overseen directly by the MEAL Manager, the M&E Officer ensures that the assigned organisational activities adhere -in full compliance – to SCM MEAL Policy and Procedures.

This position mainly involves the execution of M&E tasks related to the active projects and programs, The M&E Officer, in addition to the regular tasks, is involved in several monitoring, evaluation, accountability, learning, and research processes.

This position – in particular – has a determined focus on adhering to contractual and donor compliances; including – but not limited to – contractual references, reporting standards, as well as donor policies, procedures and guidelines.

Monitoring & Control:

  • Contributing. To the development of project proposals, narrative reports and results framework updates, and provide the necessary documentation of all relevant documents.
  • Developing. The necessary tools related to monitoring the different tasks in compliance with the project and donor requirements.
  • Comparing. The project reference documents – and SCM MEAL Policy – with the available and/or reported information in order to ensure projects’ performance abide by their corresponding plans.
  • Planning and Conducting. Regular monitoring meetings and workshops with relevant stakeholders, with leading on the duly required coordination.

Reporting & Report Development:

  • Executing. M&E review the assigned reports and processes in compliance with the relevant references (project proposals, logical frameworks, results frameworks, grant and partnership contracts, SCM & donor reporting standards & guidelines).
  • Contributing. To the development and review of the performance and programmatic reports as a MEAL focal point for the assigned reports.
  • Conducting. Regular follow up checks on report development and provide the brief progress reports to the MEAL Manager for each of the assigned reporting processes.

Program Development:

  • Developing. Project M&E plans and methodologies in coherence with project nature and design, as well as grant opportunity constraints.
  • Developing. Logical frameworks, including goals, objectives, outcomes, outputs, indicators, MoVs and assumptions, in accordance with the project designed, impact, lessons learned, best practices and stakeholders’ insights.
  • Participating. In the programmatic development and proposal development processes, and follow up on other relevant assigned tasks.
  • Contributing, To the risk analysis and mitigation plans, with a clear and reasonable reference to lessons learned and best practices.
  • Applying. Gender lens throughout the program development process, and contributing to the gender analysis exercises.

Research & Development:

  • Contributing. To the development of SCM productions, such as: training materials, technical guidelines, reports, studies and researches; as assigned by the MEAL Manager.
  • Participating. In relevant research assignments and tasks as required by the MEAL Manager.
  • Executing. Focus group discussions, peer interviews, surveying interviews, and other research tasks in coherence with the preset research plan and objectives.
  • Collecting. Quantitative, qualitative, structured, semi-structured, and unstructured information and data in the framework of research and/or studies.

Supporting Partners & Other Departments:

  • Transferring. The MEAL expertise to particular organisations  and associations supported by the SCM.
  • Providing. Coaching and peer support to SCM members and/or external focal points of partner organisations and associations in close coordination with the MEAL Manager.
  • Providing. The necessary M&E support to other units and departments under the oversight of the MEAL Manager (such as: the HR performance appraisals development and review, action impact assessments, etc.)
  • Preparing. Training impact measurement tools (such as: pretests, post-tests, feedback surveys, etc.) and applying them among relevant stakeholders.

Feedback & Complaints:

  • Contributing. To the development of feedback and complaints mechanisms, in coordination with the MEAL Manager.
  • Holding. The relevant feedback and complaints channels in an accountable and transparent coordination with the relevant team members and stakeholders.
  • Ensuring. That all stakeholders have clear and known access to feedback and complaints channels.
  • Providing. Training and orientation sessions to SCM team members and relevant stakeholders on the use and importance of complaints and feedback mechanisms.

Cross-cutting:

  • Participating. In relevant intra and inter-organisational meetings, workshops, conferences where and when assigned by the MEAL Manager.
  • Contributing. To investigations, incident reporting, emergency responses when and as assigned by the MEAL Manager.
  • Mainstreaming. MEAL aspects and culture among SCM team members and fostering the role of genuine and first-person monitoring approach.

Requirement, Skills, and Experience:

  • Bachelor’s degree or higher in a related field (development, social studies, computer science or statistics).
  • No less that three years of experience in monitoring, evaluation and learning.
  • Strong experience in monitoring, evaluating and managing program design.
  • Experiencein  monitoring small grants with multiple partners.
  • Sufficient knowledge and experience in qualitative and quantitative data collection and analysis methods.
  • Building Capacity Experience in regard to project monitoring, reporting and evaluation.
  • Computer literacy including Word, Excel, and PowerPoint (additional experience with data analysis software is preferred).
  • Fluency in Arabic, strong English skills; knowledge of Kurdish is preferred.
