Our vision is a democratic world based on justice, freedom, equality, and respect for human rights and dignity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within the framework of the Syrian Center for Media and Freedom of Expression (SCM)&#8217;s work to build a society based on respect for and protection of the right to freedom of expression, and to support media work as a form of freedom of expression with a focus on including media professionals in transitional justice, and within its project related to media justice in Syria, the Media and Freedoms Program at the Syrian Center for Media and Freedom of Expression plans to conduct a study addressing:<\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><em>Justice for Media Professionals in Syria:<\/em><\/p>\n\n\n\n<p class=\"has-text-align-center wp-block-paragraph\"><em>Opportunities and Challenges of Including Accountability for Crimes Committed Against Journalists and Media Professionals within Transitional Justice Processes in Syria<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SCM is seeking a lead researcher based on the following technical requirements:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Develop the theoretical framework and research methodology.<\/li>\n\n\n\n<li>Develop research tools (interviews, surveys, and focus group discussions, where applicable).<\/li>\n\n\n\n<li>Conduct a literature review and comparative analysis of international experiences in transitional justice and impunity for crimes against journalists and assess their relevance to the Syrian context.<\/li>\n\n\n\n<li>Supervise the work of the field researcher and monitor the implementation of the data collection plan.<\/li>\n\n\n\n<li>Analyze qualitative and quantitative data collected through interviews and surveys.<\/li>\n\n\n\n<li>Develop an analytical framework addressing:\n<ul class=\"wp-block-list\">\n<li>Media professionals as an independent victim group.<\/li>\n\n\n\n<li>Accountability and impunity.<\/li>\n\n\n\n<li>Reparations.<\/li>\n\n\n\n<li>Memorialization.<\/li>\n\n\n\n<li>Guarantees of non-recurrence.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Prepare the final research report and its revisions.<\/li>\n\n\n\n<li>Develop recommendations, policy proposals, and a practical action plan for relevant stakeholders.<\/li>\n\n\n\n<li>Participation in the three consultative meetings and the launch event of the study.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Expected Deliverables:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Research Methodology and Tools.<\/li>\n\n\n\n<li>First draft of the study.<\/li>\n\n\n\n<li>Final research report in both Arabic and English.<\/li>\n\n\n\n<li>Recommendations and proposed policies.<\/li>\n\n\n\n<li>Review of translated versions and coordination with the team until publication.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Required Documents:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Proof of experience in similar projects, including:\n<ul class=\"wp-block-list\">\n<li>Master&#8217;s degree in Law, Human Rights, Political Science, Media, or a related field.<\/li>\n\n\n\n<li>A minimum of 5 years of experience in human rights or public policy research.<\/li>\n\n\n\n<li>Strong knowledge of transitional justice, human rights, and media freedom.<\/li>\n\n\n\n<li>Proven experience in preparing studies and research papers.<\/li>\n\n\n\n<li>Excellent analytical and writing skills in both Arabic and English.<\/li>\n\n\n\n<li>Submission of at least two samples of relevant previous research or studies.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Financial offer including:\n<ul class=\"wp-block-list\">\n<li>The Financial compensation.<\/li>\n\n\n\n<li>The validity of the offer (duration- date)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Location of Work:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Online<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Evaluation criteria<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>(70%) &#8211; Tenderer\u2019s experience with the topic\u200f \u200fand the capacity for similar searches<\/li>\n\n\n\n<li>(30%).
