{"id":208723,"date":"2026-06-18T10:18:19","date_gmt":"2026-06-18T08:18:19","guid":{"rendered":"https:\/\/scm.bz\/?p=208723"},"modified":"2026-06-18T10:18:19","modified_gmt":"2026-06-18T08:18:19","slug":"on-the-international-day-for-countering-hate-speech-and-protecting-freedoms-en","status":"publish","type":"post","link":"https:\/\/scm.bz\/en\/on-the-international-day-for-countering-hate-speech-and-protecting-freedoms-en\/","title":{"rendered":"On the International Day for Countering Hate Speech and Protecting Freedoms"},"content":{"rendered":"\n<p class=\"has-text-align-center wp-block-paragraph\"><strong>Syria at a Crossroads: Either We Defeat Hate Speech, or It Defeats Us<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the occasion of the International Day for Countering Hate Speech, the Syrian Center for Media and Freedom of Expression (SCM) reaffirms that building a democratic Syria founded on citizenship, justice, and the rule of law cannot be achieved in an environment where narratives that incite hatred, discrimination, or violence against individuals and groups on any basis of identity are allowed to flourish.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Throughout the years of conflict in Syria\u2014and as one of its consequences\u2014as well as in the period following the fall of the regime, the country has witnessed a troubling rise in hate speech in its various forms, particularly across digital platforms, media outlets, and public discourse. This rhetoric has had direct consequences on the ground, manifesting in incitement, social tensions, and acts of violence and abuse targeting individuals and communities in different contexts. This was evident during the bloody events witnessed in several Syrian regions during the transitional period, including the coastal areas and Suwayda, as well as in incidents currently unfolding in Idlib, Hama, Damascus, and other areas. In many cases, incitement to violence and hatred formed part of the environment that preceded, accompanied, or justified violations committed on the ground.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These developments demonstrate that hate speech is not merely verbal expression or heated public debate; it is a dangerous factor that can fuel violence, expand patterns of targeting, undermine prospects for justice and accountability, and threaten social peace during sensitive political and social transitions. In the context of Syria\u2019s ongoing transition, countering hate speech takes on even greater importance. The success of transitional justice processes, social reconciliation, and efforts to rebuild trust among Syrians depend on a public sphere that rejects incitement and exclusion and promotes mutual recognition of rights and human dignity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hate speech not only threatens those directly targeted; it also undermines the foundations of social coexistence, obstructs efforts toward transitional justice, truth-seeking, and accountability, fuels cycles of revenge and exclusion, and weakens the trust necessary to build a state that respects the rights of all its citizens without discrimination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this context, we emphasize that combating hate speech must not be understood as restricting freedom of opinion and expression or limiting legitimate criticism and public debate. Freedom of expression is a fundamental right that must be protected and guaranteed, and it remains an essential condition for any democratic society. At the same time, this right must not be used as a pretext for inciting violence, discrimination, or hostility against others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This approach is fully consistent with international human rights law, particularly Article 20 of the International Covenant on Civil and Political Rights (ICCPR), which prohibits advocacy of national, racial, or religious hatred that constitutes incitement to discrimination, hostility, or violence. We also underscore the importance of the <a href=\"https:\/\/www.un.org\/en\/hate-speech\/united-nations-and-hate-speech\/further-un-initiatives-to-combat-hate-speech?utm_source=chatgpt.com\">Rabat Plan<\/a> of Action (October 2012) as a key international framework for addressing hate speech, as it provides standards that help distinguish between expression protected under the right to freedom of expression and advocacy of hatred that constitutes incitement to discrimination, hostility, or violence. Applying these standards is particularly important in the Syrian context, as it helps protect society from the dangers of incitement while preventing the misuse of the concept of hate speech as a tool to restrict public freedoms or criminalize legitimate criticism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Accordingly, there is an urgent need to develop a clear national legal framework consistent with international human rights standards\u2014one that criminalizes incitement to hatred, violence, and discrimination; provides precise and narrowly defined definitions of hate speech; and includes legal and judicial safeguards to prevent abuse or politically motivated application of such provisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, we warn against the overly broad or imprecise use of the term \u201chate speech\u201d in ways that may restrict fundamental freedoms or be used to target opposition figures, journalists, human rights defenders, and individuals expressing critical opinions. Expression, however sharp, provocative, or unpopular, should not be classified as hate speech unless it involves direct or indirect incitement to violence, discrimination, or hostility against individuals or groups. Protecting society from hate speech and protecting freedom of expression are not competing objectives; they are complementary responsibilities that must be pursued together.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We further stress that countering hate speech cannot rely solely on legal sanctions. It requires comprehensive policies encompassing education, media, culture, and the digital sphere, while promoting the values of equal citizenship, respect for diversity, and acceptance of difference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Syrian media, across all its platforms and outlets, bears a particular responsibility in this regard. Professional and independent journalism constitutes a first line of defense against incitement, disinformation, and polarization by adhering to ethical and professional standards, avoiding generalizations, stigmatization, and inflammatory rhetoric, prioritizing facts and diverse voices, and contributing to constructive public dialogue based on mutual respect.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We also call on social media platforms, as well as social media influencers, to assume their responsibilities in limiting the spread of content that incites hatred and violence, in a manner consistent with international human rights standards while safeguarding freedom of expression and access to information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Syria\u2019s future requires a safe public sphere that protects pluralism, encourages dialogue, and upholds the dignity of all. Countering hate speech is not only a legal or institutional obligation; it is a shared societal responsibility that requires rejecting incitement and exclusion, confronting attempts to spread fear and hostility among Syrians, and working toward a society founded on equality, dignity, justice, and the rule of law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the International Day for Countering Hate Speech, we renew our call for the creation of a legal, media, and social environment that rejects incitement and discrimination while simultaneously protecting freedom of expression as a cornerstone of any democratic society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, Syria stands at a critical crossroads: either the values of citizenship, the rule of law, and human dignity prevail, or hate speech and incitement to violence continue to tear apart the social fabric and undermine the very foundations of the state. Ignoring or tolerating such rhetoric will only generate new cycles of division, revenge, and violence, threatening Syria\u2019s ability to recover and rebuild. Confronting hate speech decisively, while safeguarding freedom of expression, is therefore an urgent national duty and a fundamental prerequisite for building a safe and just future for all
