<br><strong><strong><strong>Purchase of the services of a Researcher<\/strong><\/strong><\/strong><\/h2>\n\n\n\n<p>The Media and Freedoms Program at SCM plans to produce a study that addresses:<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-center\"><em>\u201cThe legal framework of media work in Syria\u201d&nbsp;<\/em><\/h3>\n\n\n\n<p>SCM is looking for a &#8220;researcher&#8221; based on the attached technical requirements and the following principles:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Prepare the methodology and share it with the project team on July 15, 2025.<\/li>\n\n\n\n<li>Conduct desk research on issues related to freedom of opinion and expression and submit proposed drafts to be amended in line with the rules of good governance.\u00a0<\/li>\n\n\n\n<li>Complete the research, including a draft legal framework regulating media work in Syria according to the agreed methodology.<\/li>\n\n\n\n<li>Preparing the draft study for audit on September 15, 2025.<\/li>\n\n\n\n<li>Attend roundtables to discuss the draft with stakeholders, take notes, and integrate or correct them with the research<\/li>\n\n\n\n<li>Review and submit the final copy by November 2025<\/li>\n\n\n\n<li>Review the translated version of the research.<\/li>\n\n\n\n<li>Participation in the webinar to launch the research.<\/li>\n<\/ul>\n\n\n\n<p><strong>Required documents:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Proof of work in similar projects that includes:\n<ul class=\"wp-block-list\">\n<li>Excellent academic qualifications, at least including a bachelor&#8217;s degree or higher in a relevant discipline (preferably in Law).<\/li>\n\n\n\n<li>Demonstrable experience in developing similar research for the media sector (at least five years).<\/li>\n\n\n\n<li>Experience and understanding of the Syrian context and issues faced by stakeholders in Syria.<\/li>\n\n\n\n<li>Demonstrable extensive experience in research, research methods,<\/li>\n\n\n\n<li>Excellent analytical skills &#8211; designing research questions, familiarity with research methods (and their appropriate use, including drafting laws.<\/li>\n\n\n\n<li>Proven ability to manage dialogue sessions and communicate effectively<\/li>\n\n\n\n<li>\u00a0At least 2 References from previous projects.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Financial offer including:\n<ul class=\"wp-block-list\">\n<li>The Financial compensation.<\/li>\n\n\n\n<li>The validity of the offer (duration- date)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p><strong>Location of Work:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Syria, preferably in Damascus<\/li>\n<\/ul>\n\n\n\n<p><strong>Evaluation
