It has held a special consultative status with the United Nations Economic and Social Council (UN ECOSOC) since 2011.<\/p>\n\n\n\n<p>SCM\u2019s vision is for a world based on freedom, justice, and equality that respects personal dignity, human rights, and fundamental freedoms.<\/p>\n\n\n\n<p><strong>Vacancy details:<\/strong><\/p>\n\n\n\n<p><strong>Job title:<\/strong> Monitoring and Evaluation (M&amp;E) Officer<\/p>\n\n\n\n<p><strong>Program\/ Project\/ Department:<\/strong> Programs Development &amp; Fundraising Department<\/p>\n\n\n\n<p><strong>Positions available:<\/strong> 1 vacancy.<\/p>\n\n\n\n<p><strong>Duration of the contract:<\/strong> 12 months (including 2 months of probation period).<\/p>\n\n\n\n<p><strong>Application deadline:<\/strong> 9 March 2023.<\/p>\n\n\n\n<p><strong>Work Station:<\/strong> Remotely<\/p>\n\n\n\n<p><strong>Roles and Responsibilities:<\/strong><\/p>\n\n\n\n<p><strong>Overview:<\/strong><\/p>\n\n\n\n<p>The M&amp;E Officer is a member of the SCM MEAL Unit; overseen directly by the MEAL Manager, the M&amp;E Officer ensures that the assigned organizational activities adhere -in full compliance &#8211; to SCM MEAL Policy and Procedures. This position mainly involves the execution of M&amp;E tasks related to the active projects and programs, The M&amp;E Officer, in addition to the regular tasks, is involved in several monitoring, evaluation, accountability, learning, and research processes. This position &#8211; in particular &#8211; has a determined focus on monitoring means of verifications, performance references, conducting monitoring interviews with program team members, as well as applying tracking systems and tools.<\/p>\n\n\n\n<p><strong>Monitoring &amp; Control:<\/strong>&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Contributing. <\/strong>To the development of project proposals, narrative reports and results framework updates, and provide the necessary documentation of all relevant documents.&nbsp;<\/li>\n\n\n\n<li><strong>Developing.<\/strong> The necessary tools related to monitoring the different tasks in compliance with the project and donor requirements.&nbsp;<\/li>\n\n\n\n<li><strong>Comparing.<\/strong> The project reference documents &#8211; and SCM MEAL Policy &#8211; with the available and\/or reported information in order to ensure projects\u2019 performance abide by their corresponding plans.&nbsp;<\/li>\n\n\n\n<li><strong>Planning and Conducting.<\/strong> Regular monitoring meetings and workshops with relevant stakeholders, with leading on the duly required coordination<\/li>\n<\/ul>\n\n\n\n<p><strong>Reporting &amp; Report Development:<\/strong>&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Executing. <\/strong>M&amp;E review the assigned reports and processes in compliance with the relevant references (project proposals, logical frameworks, results frameworks, grant and partnership contracts, SCM &amp; donor reporting standards &amp; guidelines).&nbsp;<\/li>\n\n\n\n<li><strong>Contributing.<\/strong> To the development and review of the performance and programmatic reports as a MEAL focal point for the assigned reports.&nbsp;<\/li>\n\n\n\n<li><strong>Conducting. <\/strong>Regular follow up checks on report development and provide the brief progress reports to the MEAL Manager for each of the assigned reporting processes.<\/li>\n<\/ul>\n\n\n\n<p><strong>Program Development:&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Developing.<\/strong> Project M&amp;E plans and methodologies in coherence with project nature and design, as well asgrant opportunity constraints.<\/li>\n\n\n\n<li><strong>Developing.<\/strong> Logical frameworks, including goals, objectives, outcomes, outputs, indicators, MoVs and assumptions, in accordance with the project designed, impact, lessons learned, best practices and stakeholders\u2019 insights.<\/li>\n\n\n\n<li><strong>Participating.<\/strong> In the programmatic development and proposal development processes, and follow up on other relevant assigned tasks.<\/li>\n\n\n\n<li><strong>Contributing.<\/strong> To the risk analysis and mitigation plans, with a clear and reasonable reference to lessons learned and best practices.&nbsp;<\/li>\n\n\n\n<li><strong>Applying.<\/strong> Gender lens throughout the program development process, and contributing to the gender analysis exercises.<\/li>\n<\/ul>\n\n\n\n<p><strong>Research &amp; Development:<\/strong>&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Contributing.<\/strong> To the development of SCM productions, such as: training materials, technical guidelines, reports, studies and researches; as assigned by the MEAL Manager.&nbsp;<\/li>\n\n\n\n<li><strong>Participating.<\/strong> In relevant research assignments and tasks as required by the MEAL Manager.&nbsp;<\/li>\n\n\n\n<li><strong>Executing.<\/strong> Focus group discussions, peer interviews, surveying interviews, and other research tasks in coherence with the preset research plan and objectives.&nbsp;<\/li>\n\n\n\n<li><strong>Collecting.<\/strong> Quantitative, qualitative, structured, semi-structured, and unstructured information and data in the framework of research and\/or studies.<\/li>\n<\/ul>\n\n\n\n<p><strong>Supporting Partners &amp; Other Departments:&nbsp;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Transferring.<\/strong> The MEAL expertise to particular organizations and associations supported by the SCM.&nbsp;<\/li>\n\n\n\n<li><strong>Providing. <\/strong>Coaching and peer support to SCM members and\/or external focal points of partner organizations and associations in close coordination with the MEAL Manager.&nbsp;<\/li>\n\n\n\n<li><strong>Providing. <\/strong>The necessary M&amp;E support to other units and departments under the oversight of the MEAL Manager (such as: the HR performance appraisals development and review, action impact assessments, etc.)&nbsp;<\/li>\n\n\n\n<li><strong>Preparing.<\/strong> Training impact measurement tools (such as: pretests, post-tests, feedback surveys, etc.) and applying them among relevant stakeholders.<\/li>\n<\/ul>\n\n\n\n<p><strong>Feedback &amp; Complaints:<\/strong>&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Contributing.<\/strong> To the development of feedback and complaints mechanisms, in coordination with the MEAL Manager.&nbsp;<\/li>\n\n\n\n<li><strong>Holding. <\/strong>The relevant feedback and complaints channels in an accountable and transparent coordination with the relevant team members and stakeholders.&nbsp;<\/li>\n\n\n\n<li><strong>Ensuring.<\/strong> That all stakeholders have clear and known access to feedback and complaints channels.&nbsp;<\/li>\n\n\n\n<li><strong>Providing. <\/strong>Training and orientation sessions to SCM team members and relevant stakeholders on the use and importance of complaints and feedback mechanisms.<\/li>\n<\/ul>\n\n\n\n<p><strong>Cross-cutting:<\/strong>&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Participating<\/strong>.
