{"id":193776,"date":"2022-02-04T18:21:12","date_gmt":"2022-02-04T16:21:12","guid":{"rendered":"https:\/\/scm.bz?p=193776"},"modified":"2022-02-04T18:21:12","modified_gmt":"2022-02-04T16:21:12","slug":"purchase-of-services-of-researcher-en","status":"publish","type":"post","link":"https:\/\/scm.bz\/en\/purchase-of-services-of-researcher-en\/","title":{"rendered":"Purchase of services of Researcher"},"content":{"rendered":"<p dir=\"ltr\" style=\"text-align: left;\"><span style=\"font-weight: 400;\">The Syrian Center for Media and Freedom of Expression (SCM) plans to continue its efforts in empowering \u200eSyrian civil society, Increasing the visibility and improving the capacity of Syrian CSOs&#8217; social and political efforts \u200eamong local and international stakeholders through establishing an \u201cobservatory\u201d to measures the changing space of \u200eSyrian civil society in different geographical areas inside Syria and out of it. \u200e<\/span><\/p>\n<p dir=\"ltr\" style=\"text-align: left;\"><span style=\"font-weight: 400;\">The observatory is established as a component of SCM\u2019s Citizenship and Civil Society program, to follow up and document violations against Syrian civil society organizations in all \u200eSyrian regions, in neighboring countries, and the diaspora. The Observatory documents any violation, \u200erepression, or harassment by local authorities against the work of civil society actors, whether at the level of \u200einstitutions\/organizations or individuals, to which they are exposed because of their activities within these \u200eorganizations. \u200e<\/span><\/p>\n<p dir=\"ltr\" style=\"text-align: left;\"><span style=\"font-weight: 400;\">SCM is looking for a &#8220;Researcher&#8221; to conduct a research and write a report based on collected data, and according to the technical requirements and the following principles:<\/span><\/p>\n<ul dir=\"ltr\" style=\"text-align: left;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Provide a Research Methodology.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Prepare and develop data collection tools.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Disseminate the data collection tools, and securely store the results.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u200eAnalyze collected data and categorize it based on the incident type, the location, the civil actor \u200e, and the entity who conducted the incident\/violation.\u200e<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u200eAnalyze any patterns, frequency, and reasons for the changes of the workspace of civil society, and \u200ethe impact of \u200ethese violations.\u200e<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u200eProduce a report that focuses on Syrian CSOs&#8221; \u200eperformance and changing of the workspace of the civil \u200esociety.\u200e<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u200eThe research should be in one of the following languages: Arabic- English.\u200e<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u200eThe researcher will submit a first draft of the research by 15th March 2022\u200e\u200f.\u200f<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u200eAfter incorporating edits by the SCM team and feedback from the stakeholders. The researcher will \u200esubmit a final draft by 31th March 2022. \u200e<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u200eReview the translated copy of the research.\u200f<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u200eParticipate in a launching event \u200f\u200e(\u200ewebinar\u200e)\u200e\u200f.\u200f<\/span><\/li>\n<\/ul>\n<h2 dir=\"ltr\" style=\"text-align: left;\"><b>Required documents:<\/b><\/h2>\n<ul dir=\"ltr\" style=\"text-align: left;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Proof of work in similar projects that includes:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Excellent academic qualifications, at least including a Master degree or higher in relevant discipline (preferably in Law or political sciences)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Demonstrable experience in developing similar researches for the political sector (at least five-years)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Experience and understanding of the Syrian context and issues faced by stakeholders in Syria.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Demonstrable extensive experience in research, research methods,\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Excellent analytical skills \u2013 research question design, familiarity with research methods (and their appropriate usage), report writing.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">At least 2 References from previous projects.<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Financial offer including:<\/span>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">Fees per day (total is about 10 working days).<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\"><span style=\"font-weight: 400;\">The validity of the offer (duration- date)<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 dir=\"ltr\" style=\"text-align: left;\"><b>Location of Work:<\/b><\/h2>\n<ul dir=\"ltr\" style=\"text-align: left;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">\u00a0\u00a0\u00a0Online<\/span><\/li>\n<\/ul>\n<h2 dir=\"ltr\" style=\"text-align: left;\"><b>Evaluation criteria<\/b><\/h2>\n<ul dir=\"ltr\" style=\"text-align: left;\">\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">(70%) &#8211; Tenderer\u2019s experience with the topic\u200f \u200fand the capacity for similar searches<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">(30%).
