{"id":193467,"date":"2021-11-26T17:30:51","date_gmt":"2021-11-26T15:30:51","guid":{"rendered":"https:\/\/scm.bz?p=193467"},"modified":"2021-11-26T17:30:51","modified_gmt":"2021-11-26T15:30:51","slug":"purchase-of-services-of-researcher","status":"publish","type":"post","link":"https:\/\/scm.bz\/en\/purchase-of-services-of-researcher\/","title":{"rendered":"Purchase of services of Researcher"},"content":{"rendered":"<p dir=\"ltr\" style=\"direction: ltr;\">The Syrian Center for Media and Freedom of Expression (SCM) plans to continue its efforts in empowering Syrian civil society by establishing a \u201cTransitional Justice Forum\u201d that will bring together stakeholders from Syrian human rights organizations, victims\u2019 groups, members of the Constitutional Committee, and representatives of Syrian civil society from different regions Inside and outside Syria for dialogue on issues related to transitional justice, enforced disappearances, and strategic litigation efforts within the framework of universal.<\/p>\n<p dir=\"ltr\" style=\"direction: ltr;\">The forum includes conducting 4 webinars\/discussion sessions, to open dialogue among relevant Syrian stakeholders, the topics will address different aspects of \u201cpractical transitional justice,\u201d and provide tools and places through which Syrians can seek justice for victims and their families, based on the results of the center\u2019s efforts in Strategic litigation and documentation of violations. The webinars will include selected speakers and experts (Syrian or international experts) and will provide insights and examples from around the world to raise participants&#8217; awareness and uncover current pathways to justice.<\/p>\n<p dir=\"ltr\" style=\"direction: ltr;\">The technical papers alongside the recommendations of participants will be shared with a researcher who will work on combining the results of the discussed and amended working papers and recommendations into one guideline of best practices, the booklet will be disseminated to participants and other stakeholders, to be used as a reference for HROs and CSOs working on the transitional justice track in Syria.<\/p>\n<p dir=\"ltr\" style=\"direction: ltr;\">SCM is looking for a &#8220;Researcher&#8221; based on the attached technical requirements and the following principles:<\/p>\n<ul dir=\"ltr\">\n<li>\n<p style=\"direction: ltr;\">Integrating the results of the discussed and modified working papers with the recommendations and draft a research paper (guide) on transitional justice and constitutional reform in Syria:<\/p>\n<ul>\n<li style=\"direction: ltr;\">The Guide should analyze how a transitional justice process can help establish the truth and accountability about past and ongoing serious human rights violations in Syria<\/li>\n<li style=\"direction: ltr;\">The guide should analyze how the stakeholders can lay the foundations for such a process, including through the establishment of a Truth Commission) or a similar mechanism).<\/li>\n<li style=\"direction: ltr;\">Develop the final copy of the guide to be a reference for human rights officials and civil society organizations and the other stakeholders related or working on the transitional justice process in Syria<\/li>\n<\/ul>\n<\/li>\n<li style=\"direction: ltr;\">The researcher will submit a first draft of the paper by <u>03<sup>th <\/sup>Jan 2022<\/u>.<\/li>\n<li style=\"direction: ltr;\">After incorporating edits by SCM staff and feedback from the stakeholders. The researcher will submit a final draft by <u>17<sup>th<\/sup> Jan 2022<\/u>.<\/li>\n<li style=\"direction: ltr;\">Provide expert legal advice on transitional justice and human rights law and rule of law issues to help SCM for establishing a sustainable mechanism to \u200efoster continuous discussions among relevant stakeholders on the transitional justice track in \u200eSyria, to have a common understanding \u200eand work plans to advance the efforts toward meaningful transitional justice<\/li>\n<\/ul>\n<h2 dir=\"ltr\" style=\"direction: ltr;\">Required documents:<\/h2>\n<ul dir=\"ltr\">\n<li>\n<p style=\"direction: ltr;\">Proof of work in similar projects that includes:<\/p>\n<ul>\n<li style=\"direction: ltr;\">Excellent academic qualifications, at least including a Master degree or higher in relevant discipline (preferably in Law or political sciences)<\/li>\n<li style=\"direction: ltr;\">Demonstrable experience in developing similar researches for the political sector (at least five-years)<\/li>\n<li style=\"direction: ltr;\">Experience and understanding of the Syrian context and issues faced by stakeholders in Syria.<\/li>\n<li style=\"direction: ltr;\">Familiarity with transitional justice processes, strategic litigation, and documentation of \u200e\u200e<\/li>\n<li style=\"direction: ltr;\">Demonstrable extensive experience in research, research methods,<\/li>\n<li style=\"direction: ltr;\">Excellent analytical skills \u2013 research question design, familiarity with research methods (and their appropriate usage), report writing.<\/li>\n<li style=\"direction: ltr;\">At least 2 References from previous projects.<\/li>\n<\/ul>\n<\/li>\n<li>\n<p style=\"direction: ltr;\">Financial offer including:<\/p>\n<ul>\n<li style=\"direction: ltr;\">Fees per day (total is about 10 working days).<\/li>\n<li style=\"direction: ltr;\">The validity of the offer (duration- date)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h2 dir=\"ltr\" style=\"direction: ltr;\">Location of Work:<\/h2>\n<ul dir=\"ltr\">\n<li style=\"direction: ltr;\">Online<\/li>\n<\/ul>\n<h2 dir=\"ltr\" style=\"direction: ltr;\">Evaluation criteria<\/h2>\n<ul dir=\"ltr\">\n<li style=\"direction: ltr;\">(70%) &#8211; Tenderer\u2019s experience with the topic\u200f \u200fand the capacity for similar searches<\/li>\n<li style=\"direction: ltr;\">(30%).
