After Germany, Sweden and France, Austrian authorities have<br \/>\ninitiated an investigation into the Syrian intelligence services for their role in systematic<br \/>\ntorture. The investigation was opened after 16 women and men filed a criminal complaint to<br \/>\nthe public prosecutor in Vienna in May 2018. \u201cI hope that Austria will now follow the<br \/>\nexample of Germany and France and issue arrest warrants against senior officials of Assad\u2019s<br \/>\ntorture system,\u201d said one of the complainants, who was tortured in Damascus by the military<br \/>\nintelligence service.<\/div>\n<div><\/div>\n<div><\/div>\n<div>The criminal complaint against 24 high-ranking officials of the government of Bashar al-Assad<br \/>\nis the first of its kind in Austria. It was compiled by the European Center for<br \/>\nConstitutional and Human Rights (ECCHR) in Berlin and the Center for the Enforcement of<br \/>\nHuman Rights International (CEHRI) in Vienna. Their lawyers worked closely with Anwar<br \/>\nal-Bunni (Syrian Center for Legal Research and Studies, SCLSR) and Mazen Darwish (Syrian<br \/>\nCenter for Media and Freedom of Expression, SCM).<\/div>\n<div><\/div>\n<div><\/div>\n<div>In another case concerning torture in Syria, the public prosecutor in Vienna is investigating a<br \/>\nsuspect from the city of Ar-Raqqa who has been living in Austria. ECCHR is also supporting<br \/>\nthe investigation in this case.<\/div>\n<div><\/div>\n<div><\/div>\n<div>In Germany, four similar complaints contributed to an arrest warrant against the head of the<br \/>\nSyrian Air Force Intelligence Service, which was issued in June 2018. \u201cThe arrest warrant<br \/>\nagainst Jamil Hassan was a milestone in the fight against impunity for torture in Syria,\u201d said<br \/>\nECCHR General Secretary Wolfgang Kaleck. \u201cThe Austrian authorities should also request<br \/>\nevidence from Germany and France \u2013 for example further testimonies or the photos and data<br \/>\nof the Caesar Files Group.\u201d<\/div>\n<div><\/div>\n<div><\/div>\n<div>Tatiana Urdaneta Wittek of CEHRI added: \u201cThe public prosecutor in Vienna has done<br \/>\nimportant work in recent months. We are confident that the Austrian authorities will apply<br \/>\ninternational criminal law as their colleagues did in Germany, France and Sweden.
